- Annotation of the Higher Education Institution The degree consists of alternating theoretical studies at the university and practical training phases, each lasting a total of 18 months. Students learn about professional practice at their employers who hired them as employees before they began their studies.

- Admission semester winter semester
- Training within the administration. No application directly at the higher education institution. Applications have to be addressed to the responsible hiring authorities. Studies start once a year as of 1 September.
  In the so-called 'Vorbereitungsdienst' (traineeship) only those who fulfil the legal requirements for the appointment can be recruited to the civil service.
